Cluster details in RedHat Advanced Cluster Management shows "upgrading to lower-then-installed-version"

Issue

After manual upgrade of managed cluster, RHACM shows status of this cluster upgrading to <version>, where <version> is lower then actually installed. Details of cluster in its console shows successfully installed higher version.

For example, RHACM shows upgrading to 4.10.5, while version 4.10.13 is successfully installed on affected cluster.
