Is there a 3scale integration API to create access token for provided user?

Issue

• Is it possible to create an Access Token for a user via the 3scale integration api so that User1 (admin) creates an Access Token for User2 (member)?
• The deployment of a product should be achieved in a fully automated way without the need for the new member User2 user to login to the console.
