"Policy" CRD missing on RHACM managed cluster

Issue

• On a cluster managed by RHACM (Red Hat Advanced Cluster Management), a klusterlet-addon-policyctrl-framework Pod in the open-clister-management-agent-addon namespace is crashing due to the following error message:
