ClusterResourceQuota is not updating values under Namespace and Resource usage

Issue

• ClusterResorceQuota does not reflect the actual usage of the resources
• ClusterResourceQuota is created and after generating the resources, the values and namespace are empty
• ClusterResourceQuota are failing to update their status, impacting application deployments
• ClusterResourceQuota was reached, and resource usage has since been lowered. Nonetheless, ClusterResourceQuota still reports maximum usage and prevents pod scheduling until lowered
