Distribute OVAL files for OpenSCAP scanning using Satellite

Issue

  • scanning RHEL using the oscap tool prints a warning about missing OVAL definitions references from datastream, e.g. Skipping 'https://www.redhat.com/security/data/oval/com.redhat.rhsa-RHEL8.xml' file which is referenced from datastream.
  • fetching the external resources does not help, because the machine is disconnected and only has access to Satellite
