User defined tags are not applied to all resources created by OpenShift on AWS

Issue

User defined tags platform.aws.userTags are not applied to all AWS resources created by OpenShift Installer.

After configuring platform.aws.userTags parameter set in the install-config.yaml, the tags are applied in the objects created by the IPI installer and the UPI cloud formation templates, however the load balancer object created by the Ingress Cluster Operator is not tagged.
