Disable by default cluster-wide proxy from Red Hat OpenShift pipelines

Issue

  • When defined pipeline, it's using by default the cluster-wide proxy
  • Even when the cluster-wide proxy is expected to be only in "System-wide proxy affects system components only, not user workloads" as per "Configuring the cluster-wide proxy" documentation, when it's configured a openshift pipeline that it should be considered a end-user workload, it's configured by default with the cluster-wide proxy configuration
  • For security reasons, it's expected that by default when defined a Red Hat OpenShift Pipeline doesn't take the cluster-wide proxy configuration
