RHV IPI cannot create worker nodes due to a missing VM template

Issue

Starting OpenShift 4.11 on RHV you can remove the template for a machine set despite the template still being used. The default name for this template ends in “-rhcos”. Once this template is removed, no new worker nodes can be created.
