Why system is logging 'FIPS (Libgcrypt) Warning: custom allocation handler - FIPS mode inactivated' messages ?

After booting the system in FIPS mode we see:
kernel: fips mode enabled cupsd: Libgcrypt warning: custom allocation handler - FIPS mode inactivated - Does the above message mean that fips mode is inactivated for the whole system ?
Environment
- Red Hat Enterprise Linux 5.7
- FIPS Enabled
