In Red Hat OpenShift Container Platform 4 the cronjob of ip-reconciler fails occasionally .

Issue

• After a cluster upgrade, the cron job "ip-reconciler" failed with the following error:

[error] failed to instantiate the Kubernetes client: Unauthorized
[error] failed to create the reconcile looper: failed to instantiate the Kubernetes client: Unauthorized

• Or the cron job "ip-reconciler" failed with the following error:

[error] failed to retrieve all IP pools: context deadline exceeded
[error] failed to create the reconcile looper: failed to retrieve all IP pools: context deadline exceeded
