Unable to edit crontab of a non-root user

Issue

  • Unable to edit crontab with non-root users:
[user@server ~]$ crontab -e
crontab: installing new crontab
chown: Operation not permitted
crontab: edits left in /tmp/crontab.XXXXIiFpBT
[user@server ~]$ crontab -l
Authentication failure
You (user) are not allowed to access to (crontab) because of pam configuration.
Mar 17 16:21:09 xxxx crontab: User account has expired
