BitLocker device with type 'encrypt-on-write' cannot be activated
Issue

cryptsetup cannot activate a partition encrypted with BitLocker with the error message:
BITLK devices with type 'encrypt-on-write' cannot be activated.
Environment
- Red Hat Enterprise Linux (RHEL) 8.x hypervisor
- Windows disk image encrypted with BitLocker
