[RHOCP 4.x] Traffic not evenly distributed among pods when scaling deployment using HPA

Issue

  • Unequal distribution of load among pods causing deployment to scale additional pods when using HPA.

  • Huge incoming traffic to the cluster, causing a burst in the scale-out operation when using HPA

  • Traffic doesn't distribute evenly despite the creation of new pods.
