Can't limit pool size of EJBs with inheritBindings="true"

Issue

We are trying to limit the pool for some EJBs in one of our applications using XML descriptors but cannot seem to get the configuration correct to do so.  We have tried the following

<domain name="Strictly Pooled My Stateless Bean 1" extends="Stateless Bean" inheritBindings="true">
  <annotation expr="!class(@org.jboss.ejb3.annotation.Pool)">
    @org.jboss.ejb3.annotation.Pool (value="StrictMaxPool", maxSize=10, timeout=0)
  </annotation>
</domain>
