How to apply the OpenShift tuned optimization profile for the OCP3.11 nodes

Issue

Due to the OpenShift 3.11 nodes are upgraded from the older version, such as 3.6 version, it found that missing the OpenShift tuned optimization profile in /etc/tuned/ folder.
The Router HAProxy pods have a pretty high restart count in the router nodes which are hitting the issues for Networking and Router Problems in Red Hat OpenShift Container Platform (https://access.redhat.com/solutions/2789871)
