Unable to create local image cache for provisioner VM in RHOCP 4

Issue

• Unable to create local cache of provisioner VM and Red Hat CoreOS (RHCOS) images.
• The URI for the RHCOS image installation of bootstrap VM fails.

• Following parse error is seen trying to export RHCOS_QEMU_URI data for provisioner installer.
