Connecting to Red Hat OpenShift 4 is refused due to duplicate IP addresses
Issue

Connection to the OpenShift API is refused from time to time with connection refused error for port
:6443:$ oc get projects The connection to the server api-int.rhvipi.ocp.example.com:6443 was refused - did you specify the right host or port? -
An external duplicated IP exist in the host network.
