ingress degraded during IPI installation when deploying the cluster in a specific AWS region

Issue

• Openshift-installer failed with the error message:
  • FATAL failed to initialize the cluster: Some cluster operators are still updating: authentication, console, ingress
• Authentication, Console, and Ingress Cluster Operators are not in the "AVAILABLE" state
• The AWS IAM user used for the installation does not have permission to query some AWS resources from the AWS region us-east-1
