Set queues for SRIOV VF for Intel XXV710 OSP16.1

Issue

• We have a configuration question. The Intel XXV 710 supports 8 queues per SRIOV VF. However, when we boot our instance we only see 4 queues presented. It is possible to set the number of queues per SRIOV VF in the tripleO network yaml files for the Intel XXV710? If so where? We haven't been able to find any documentation on setting SRIOV VF queues.
