ovn-controller crash when deploying new instance

Issue

• When deploying a new instance, to be part of a kubernetes cluster, with several security groups attached, we experience a crash in all ovn-controller containers.

• The error message is:

02770|util|EMER|controller/ofctrl.c:1198: assertion ovs_list_is_empty(&f->list_node) failed in flood_remove_flows_for_sb_uuid()

• We could reproduce the error on a preprod openstack platform.

• Do you have some guidelines to workaround this issue or update ovn?

• Can't manage/scale kubernetes clusters for customers and our needs.
