Apply neutron RBAC issue patch in ROSP16.1 cluster

Issue

  • We are running into an issue where Neutron does not have rbac rule support for quota in neutron policy.json. On further research we saw this bug documented and fixed on Dec 2020.

  • We need guidance on how to apply this patch in our environment instead of whole upgrade
