Running SUDO as root fails to run commands as other users with error : "root is not in the sudoers file. This incident will be reported." when SSSD provides sudo rules

Issue

When I run 'sudo -u ' when the sudo rules are provided by sssd I get the error below:

root is not in the sudoers file. This incident will be reported.

I want to manage sudo access completely via LDAP so nsswitch.conf file should look like below:

sudo: sssd  # the `files` paramater is missing
