openshift-install fails to deploy a new OpenShift IPI cluster on Azure with error "dial tcp: lookup management.azure.com on 172.30.0.10:53: cannot unmarshal DNS"

Issue

Deployment of IPI OpenShift cluster on Azure fails, only control plane nodes get deployed. No compute nodes are created.

The error observed reads:

dial tcp: lookup management.azure.com on 172.30.0.10:53: cannot unmarshal DNS message
