Issue

There is high CPU utilization of master nodes in the OpenShift 4 cluster.
The apiserver pods from openshift-apiserver namespace have high CPU utilization.
Total rolebindings count in the cluster is high:

$ oc get rolebindings -A | wc -l
4042
```
