Some Overcloud network settings are not provisioned properly when predictable IPs are used

Issue

• Routes are not provisioned properly on Overcloud nodes when multiple subnets are configured for same network and predictable IPs are assigned using ips-from-pool-all.yaml
• Subnet mask is not provisioned properly on Overcloud nodes when multiple subnets with different netmasks are configured for same network and predictable IPs are assigned using ips-from-pool-all.yaml
