High CPU usage by collectd container after disabling telemetry in Red Hat OpenStack Platform

After applying the procedure of "How to disable gnocchi, aodh and ceilometer" in the Red Hat OpenStack environment, as unexpected effect, an high CPU usage connected to the collectd container was observed in all Controller nodes.
