Users/roles in application-users.properties file do not allow kie-server register to the controller in RHPAM/RHDM
Issue
For installations of RHPAM/RHDM before to the version 7.12.0 which have set up users in the application-users.properties file and now they are updated to the version 7.12.0 might show the following WARN message indefinitely:
WARN [org.kie.server.services.impl.controller.DefaultRestControllerImpl] (KieServer-ControllerConnect) Exception encountered while syncing with controller at http://localhost:8080/business-central/rest/controller/server/KIEPAM error Error while sending PUT request to http://localhost:8080/business-central/rest/controller/server/KIEPAM response code 405
Additionally the kie-server component can't register against the business-central controller.

- Red Hat Process Automation Manager (RHPAM) 7.12.0
- Red Hat Decision Manager (RHDM) 7.12.0
- OnPremise installations based on Red Hat JBoss Enterprise Application Platform
- JBoss Enterprise Application Platform EAP 7.4.x
