Assign node roles with ZTP for scope clusters on RHOCP 4

Issue

The default role assignment of RHOCP cluster nodes using AgentClusterInstall CR of ZTP (Zero Touch Provisioning) is both master/worker , despite the fact that the masters and workers quantity are set separately in the CR under spec.provisionRequirements like below:
