LimitRequestLine Not Working for HTTPS in Apache HTTPD

Submitting forms on the web page started producing "request uri too long" today after updating the server, which updated http. I tried adding the following to
/etc/conf/httpd.conf, restarted httpd, but that did not fix the issue:LimitRequestLine 1000000 LimitRequestFieldSize 1000000
