RHEL5 Xen domU CPU spike results in excessive dom0 iowait

Issue

During a CPU and IO utilization spike on a Xen domU virtual machine, the dom0 host shows a large jump in load. This causes the dom0 to become unresponsive for time despite no noticeable workload running on the dom0.

Environment
