JDK-8275082: Update XML Security for Java to 2.3.0 backport to JDK11
Issue
- In OpenJDK 11.0.13 came XML Security 2.2.1. In this version, the following new warning was introduced in
DOMReference#transformfor covering the case where input data is missing when transforming dereferenced data:
WARN [DOMReference] (thread) The input bytes to the digest operation are null. This may be due to a problem with the Reference URI or its Transforms.

- Red Hat build of OpenJDK 11.0.13
- XML Security 2.2.1.
