ipfailover deployment causes VRRP ID conflict on OCP 4

Issue

• An ipfailover deployment causes a VRRP ID (Virtual Router Redundancy Protocol ID) conflict with the cluster's keepalived VRRP ID (used for API and Ingress VIPs).

• ipfailover deployment logs are reporting an error:

  (ipfailover_VIP_1): recived an invalid passwd!
  bogus VRRP packet received on ens3 !!!
  VRRP_Instance(ipfailover_VIP_1) ignoring received advertisment...
