The CSI driver volumes are not available when a node goes down in OCP 4

Issue

• One or more volumes cannot be attached to a node, returning the following error message in OpenShift 4 cluster:

  AttachVolume.Attach failed for volume "pvc-hi7v84v6-oh9w-5zv8-3eoq-p21euolktb9w" : Failed to add disk 'scsi0:4'.
  

• One or more nodes are in NotReady status.
