configurable cost report generation

Issue

RFE enhancement in October included labels/tags in report .
This creates a problem as the export of tags is always a part of the CSV export.
The change in format of the extracted report prevents it from being processed by our internal System, so requested to have the earlier report format (one line item per project).
We would need configurable report generation / optional project summary
