Avoid Red Hat JBoss DataGrid re-index after restart when connected with RHPAM/RHDM

Issue

• We want to add configuration to Decision Central to persist remote caches to a local file system for a Cluster authoring set up. This is to help retain index caches for when ever the datagrid cluster restarts.

  Once the DataGrid cluster shuts down and restarts, the indexing of projects starts again. Since RHPAM/DM uses remote caches, we cannot control the persistence behavior on the DataGrid side
