[AMQ Broker] ActiveMQArtemisAddress CR is not resilient to the scale up
Issue

Using ActiveMQArtemisAddress CR, if I scale up the broker cluster (changing size from 1 to 2), All the addresses are not present on the second broker pod. Also, if I delete them and create them again, they are available on both broker pods.

If address is created during the broker startup before readiness probe is reporting broker is live then address is lost.
Environment
- Red Hat AMQ Broker (AMQ Broker) 7.9
- Red Hat OpenShift Container Platform (RHOCP) 4
