Unable to allocate as many hugepages as requested

Why is the number of HugePages not changed after changing value in
/etc/sysctl.conf? -
Attempting to allocate hugepages with
sysctl vm.nr_hugepages=results in no change tovm.nr_hugepagesor the hugepages shown/proc/meminfo.
