Cannot allocate more 'floating IP' for 'admin' project

Once total of all floating IPs of any tenant has reached 10, no flowating IPs can be created by the admin tenant. The error shows that 0 floating IP is available.

When I log in under another user besides 'admin' account to the same 'admin' project, I have no problem to allocate and associate floating IPs.
