Cannot allocate more 'floating IP' for 'admin' project

Issue

• Once total of all floating IPs of any tenant has reached 10, no flowating IPs can be created by the admin tenant. The error shows that 0 floating IP is available.

• When I log in under another user besides 'admin' account to the same 'admin' project, I have no problem to allocate and associate floating IPs.
