"Guest Login credentials" button missing when cloud-init is customized via form when creating virtual machine with customizations on console

Issue

• Guest Login credentials button is missing when customizing cloud-init while creating new Virtual Machine with Wizard on console.
• The "#cloud-config" tag is missing from the VM yaml.
