Unable to install RHEL 8 on VMWare compatibility: ESXi 7.0 U2 and later (VM version 19)

Issue

When building a RHEL 8 VM on VMWare compatibility: ESXi 7.0 U2 and later (VM version 19), RHEL installs but won't boot with 'error: not a valid root device.'

Installing with the same options on ESXi 6.7 U2 and later (VM version 15) works as expected.

Environment

  • ESXi 7.0 U2 and later (VM version 19)
  • Red Hat Enterprise Linux 8
