Why httpd connection are stuck on "SYN_RECV" in RHEL 5 ?

Why in httpd over Rhel 5 with Timeout Directive on telnet command , the sessions on the server side is stuck on SYN_RECV and only establishes after pressing any key, and then Timeout is applied ?
