weak-modules fails when modules have symbol interdependencies

Issue

When installing a new kernel version, weak-modules are not created for some modules.
It is the case when the kernel module depends on another kernel module that has been built in different kernel version.
At first weak-modules run, some modules are said as non-compatible.
With a second weak-modules run, modules are correctly linked.
