OpenShift bridge, macvlan via CNO not working on VMware

Issue

• CNO and pod networking have been configured correctly but no traffic is seen entering or exiting the pod.
• Traceroutes and packet captures show traffic making its way to the interface but going no further.
• ARP is also not seen entering or leaving the host interface.
