EncryptionMigrationControllerProgressing reported by the kube-apiserver Operator in OpenShift Container Platform 4

Issue

• The kube-apiserver Cluster Operator (CO) is reporting Processing state even though no revision rollout is happening. Taking a closer look at the CO we can see the below problem being reported:
