openstack compute service delete ID failed with Unexpected API Error

Issue

After controller replacement the ironic compute service delete failed with the follow output:

openstack compute service delete <ID>

Failed to delete compute service with ID 'xxx': Unexpected API Error. Please report this at http://bugs.launchpad.net/nova/ and attach the Nova API log if possible.
