undercloud openstack commands are failing with can not find identity endpoint and 503 errors

Issue

• The undercloud has been working for several weeks, this VM was shutdown to take a snapshot. After it was powered back on, commands were failing after sourcing the stackrc
• The undercloud database is not able to start, this error is observed in the mysql log:
