Wrong image tag reference for community-operator pod, causing Imagepullbackoff error

Issue

• The community-operator pod unable to pull the image and failing out with the below error:

 Warning  Failed            62m (x4 over 63m)      kubelet            Failed to pull image "registry.redhat.io/redhat/community-operator-index:latest": rpc error: code = Unknown desc = Error reading manifest latest in registry.redhat.io/redhat/community-operator-index: unknown: Tag latest was deleted or has expired. To pull, revive via time machine.

• The default community-operators CatalogSource poiniting to a wrong image tag (latest) instead of v4.6.
