Fluentd flush logs when Elasticsearch is not healthy overwhelming the logstore in Openshift 4

Issue

• Fluentd flushes logs overwhelming Elasticsearch before it becomes healthy.

• Fluentd not able to push logs to Elasticsearch for following error:

  $ oc logs fluentd-9jzkn -n openshift-logging -c fluentd |grep 2021-10-25T18:07
