Upgrade from 5.5 to 5.6, enabling monitoring fails

Solution Verified - Updated -

Issue

  1. Enable (or re-enable) monitoring (and monitoring scout):

If you wish to enable (or re-enable) monitoring without enabling monitoring
scout, run the following command as root:

    /usr/share/spacewalk/setup/upgrade/rhn-enable-monitoring.pl

If you wish to enable (or re-enable) both monitoring and monitoring scout, run
the following command:

    /usr/share/spacewalk/setup/upgrade/rhn-enable-monitoring.pl --enable-scout

However, when I run this as root, I get:

[root@slpsatl01 install]# /usr/share/spacewalk/setup/upgrade/rhn-enable-monitoring.pl --enable-scout
root is not allowed to run sudo on slpsatl01. This incident will be reported.
RHN::Exception: There was a problem updating your configuration. See the webserver error log for details.
  RHN::SatInstall /usr/share/perl5/vendor_perl/RHN/SatInstall.pm 70 RHN::Exception::throw
  main /usr/share/spacewalk/setup/upgrade/rhn-enable-monitoring.pl 91 RHN::SatInstall::write_config

I assume I should be running this as a user other than root (contrary to the instructions) but which user should I be running it as?
