How to create a custom site automatically at first EPP 5 start?

Issue

• We would like to define a custom site using xml files, and have these read automatically at first server start.
• We have used the Import/Export tool [1] to export our custom site structure, and would now like to get this structure installed in a new, plain EPP instance.
